Public Participation at Board Meetings

Welcome to the meeting of the Carrollton C.U.S.D. #1 Board of Education. Members of the Board and administrative team are pleased that you are here to become better acquainted with the operations and programs of our schools. Please note the agenda that is available so that you may follow the items of business scheduled for this particular meeting.
The Board of Education meetings are scheduled to conduct the business of the school district. In order to assure that persons who wish to appear before the board may be heard and, at the same time, conduct its meetings properly and efficiently, the board has adopted certain procedures pertaining to public participation. There are three basic methods for citizens to address the Board during a meeting.
1. Anyone wishing to speak before the board either as an individual or as a member of a group, should inform the superintendent of the desire to do so as early as possible, but at least a week before the meeting. A form must be completed and returned to the superintendent indicating the topic to be addressed.
2. If a week’s notice has not been given, citizens may request to address the Board under the Public Comments agenda item. No action will be taken on any non-agenda item.
3. At the discretion of and after being recognized by the President, citizens may be allowed to address the Board under other portions of the agenda when it is felt that additional information, questions, or comments would be productive and beneficial in expediting a particular agenda item.
The individual desiring to speak shall give his or her name, address, and the group, if any, that he or she is representing. Presentations should be as brief as possible. Unless the President grants an extension of time, a speaker shall be limited to five minutes. The President may shorten an individual’s opportunity to speak or deny the individual’s opportunity to speak if he or she has previously addressed the Board on the same subject within the past two months.
The board will not hear personal complaints of school personnel nor against any person connected with the school system. Charges or complaints should be presented to the Board, in writing, through the Superintendent. Such charges or complaints will be handled through the normal chain of command process.
Citizens are reminded that members of the board are without authority to act independently as individuals in official matters. Thus, questions may be directed to individual board members, but answers must be deferred pending consideration by the full board.
Agenda Request
Thank you for your interest in our school district. We encourage community members to express their ideas and concerns about our schools. One such method is by addressing the Board of Education at a regular or special meeting. To allow time for a requested item to be placed on the agenda and for the Management Team to conduct any needed research, requests need to be submitted at least one week prior to the next scheduled meeting. After review by the Superintendent and consultation with the Board President, you will be contacted regarding the request and whether it has or has not been approved. Forms are available in the Unit Office.
